A STUDY OF UNQUALIFIED CONTRACTORS’ OPERATION CONCERNING HAZARDS IN PHILIPPINE CONSTRUCTION INDUSTRY
Nowadays, beholding in our surroundings wherever you look into, the construction industry is thriving. As time passes by, construction, particularly in the Philippines was being introduced from time to time which is simultaneous and cumulative to economic growth in an industry. Justifying, see Figure 1: Philippine Construction Output (Real US$ 2010, Million), 2012–2021. Construction industry here in the Philippines, therefore, anticipated rising from US$34.0 billion in 2016 to US$54.3 billion in 2021, measured at constant 2010 US dollar exchange rates. Primarily, residential construction subsidized the largest market due to the support of the ongoing development of the middle-class population and construction of affordable housing projects for low and middle-income groups, urbanization and thru government efforts. Second, is the infrastructure construction in the Philippines which is supported mainly by the government projects by building more structures for public and private use.

Construction developments here in the Philippines as initiated by private and public sectors with a different mode of implementation but the same scope of works to a similar component of construction. Private sector for the construction of high rise, commercial, housing developments and residential buildings. Public sectors for the projects in beneficiary to public and private consumers; the roads, bridges, flood mitigation facilities, government schools and the like. In this two-sector mentioned, the project implemented by the public or government institution visibly gives a big part in the construction industry. Hence, as the growing construction industry goes rapidly, the more it brings into situations that are literally resulted in accidents.
Construction accidents, one of the major topics that bring a big impact to the public as part of construction industries growth. Accidents, whether big or small casualty, hidden or exposed to the public, the accident is an accident. Many circumstances particularly in the Philippines, most commonly in the construction site to be specific, an accident may occur. Many whys and wherefores the accident may happen. So, in this paper let’s focus in one entity which is within Philippine construction industry who is somehow giving the permit of those unqualified contractors in project implementation within the country. In the construction industry, it is very important to the owner or possessor to give the construction project to the qualified high-class contractors to assure the operations and avoid accidents upon completing the project.
Many contractors nowadays as if you investigate is obviously unqualified but had the permit to undergo big or rather small constructions without evaluating the proportion of its capacity to handle those projects. Further, upon the start of the project implementation of these contractors, it already carries hazard to the public which will be added to the growing unwanted and unacceptable accidents in the construction industry from. Just like for example, the accident in the Makati business district capital Manila reported by Joseph Santolan. The collapsed of electric gondola falling 21 stories and landed into protruding metal bars on the construction of 39-story Eton Residences implemented by Eton Property Group which caused ten (10) deaths and one (1) with a critical condition construction worker. The cause of the accident was the negligence of safety measures and standards upon implementing the project; no safety harnesses, no protective equipment’s, no permit and at the same time no operator upon using gondola in the job site. Another accident reported by Perseus Echeminada (The Philippine Star, October 3, 2013) in Barangay San Isidro, Paranaque city on October 3, 2013, was one (1) worker was killed and eight (8) were injured due to the collapse of the improvised scaffoldings on site upon the ongoing construction of Premier Medical Center at Amvel Compound on the said barangay. The cause of the accident was safety lapses. The accident
As construction industry maximizing, many business proprietorships, corporation, incorporation, organizations etc. are willing and eager to enter or applied as a contractor just to earn money neglecting the fact of their qualification. However, it involves business so with enough power. With enough power that will be the result of the continues rapid construction accidents growth.
The massive question is? How could this contractor allow to conduct project without prior investigation of their qualification? And if obviously seen on the public the way of how it is implemented by this contractor, how could it be no action was established to stop their operation? How is it possible to continue the project? And lastly, how to eliminate this kind of practice to avoid accidents similarly shown in figure 1 above?
